Environmental Management Services for Construction

JBL Environmental Services (JBL) has experience developing project-specific Construction Environmental Management Plans (CEMP), Environmental Protection Plans (EPP), and Erosion and Sediment Control Plans (ESCP). A CEMP/EPP is required for projects that have the potential to adversely affect the aquatic or terrestrial environment. The CEMP/EPP is intended to provide guidance to assure and facilitate environmental compliance (e.g., through permits) during the construction phase of the project. The CEMP/EPP addresses environmental concerns and compliance issues, best management practices (BMPs), and mitigation measures required to minimize the adverse environmental effect of the project. JBL has prepared CEMPs/EPPs for various construction projects, including: transportation, excavation and property development adjacent to watercourses, wetlands, and marine foreshore areas. Our environmental management services also include permitting (e.g., federal [DFO] Fisheries Act authorizations and provincial [FLNRORD] Water Sustainability Act approvals or notifications), raptor and migratory bird active nest surveys, fish and wildlife salvages, and environmental monitoring for construction.

Selected Projects:

– JBL developed a Flow Diversion and Dewatering Plan, Construction Environmental Management Plan (CEMP), and Erosion and Sediment Control Plan (ESCP), and conducted environmental monitoring for the construction of the Fern Crescent Multi-Use Path and Roundabout Project along the Alouette River from 232–236 Street in Maple Ridge. For: Arsalan Construction Ltd., 2022/2023.

– JBL developed a Flow Diversion and Dewatering Plan, CEMP, and ESCP, and conducted environmental monitoring for the construction of the 32nd Avenue Road Widening & Bike Path Project at Titman Creek and Will Brook in Surrey. For: Jacob Bros. Construction Inc., 2021.

– Development of site-specific ESCP for a soil deposition project as part of development adjacent to the Fraser River. For: Summit Earthworks Ltd., Mission, BC, 2019.

– Development of a site-specific CEMP for the remediation of the Beach Road right-of-way adjacent to Semiahmoo First Nation Land. The CEMP was required to comply with the environmental standards of the BC Ministry of Transport and Infrastructure (MOTI). JBL’s work included vegetation surveys and environmental monitoring. For: Summit Earthworks Ltd., South Surrey, BC, 2018.

– Development of an EPP for the construction of BC Hydro’s Big Bend substation in compliance with BC Hydro’s environmental standards. JBL’s work included water sampling, and environmental monitoring. For: FMI Inc., on a subcontract to Seven Generations Environmental Services (SGES), Burnaby, BC, 2016.

– Development of an EPP for a deep soil mixing program at BC Hydro’s proposed Big Bend substation, in compliance with BC Hydro’s environmental standards. JBL’s work included wildlife salvages, water sampling, and environmental monitoring. For: Pacific Ground Engineering Ltd., on a subcontract to (SGES), Burnaby, BC, 2015.

– Development of a site-specific CEMP, for the construction of a flood protection dyke in Fire Creek in the Lillooet Valley. JBL’s work included permit applications, fish salvage, and environmental monitoring. For: Sea to Sky Resource District, Tipella, BC, 2015.
